    Why does MINUTE return 0 for some of my cells?

    Those cells probably have no time component, just a date at midnight, which has 0 minutes by definition.

    Can MINUTE calculate elapsed minutes between two times?

    Not directly - it only extracts the minute component of a single value. For elapsed time, subtract the two time values and format the result, or multiply the difference by 1440 to get total minutes.

    Why does MINUTE return a #VALUE! error?

    The source cell is probably text that looks like a time rather than an actual time value - try TIMEVALUE to convert it first.
